They are a Japanese based company that was one of the newer competitors in the Modular technology. Instead of focusing on mining and utility like many others had, MobiTech focused on highly mobile parts, that were more geared for police forces. With the number of personally owned mining machines, it made sense that the police would have an equally, or better, equipped machine in case anyone tried to use the mining vehicle as a weapon.
